A dense supply chain has grown up around the fabs. ASML operates its largest US customer-support site in Hillsboro, introducing EUV and next-generation High-NA EUV lithography to Intel; Tokyo Electron, Qorvo, Jireh Semiconductor, and the headquarters of Lattice Semiconductor extend the cluster, with Lam Research just south in Tualatin. Life sciences add a second pillar that few semiconductor towns can match: Genentech runs its only Drug Product fill-finish facility in North America in Hillsboro, alongside a cell-and-gene-therapy plant making individualized medicines, together employing more than 800 people. Healthcare is the third pillar, anchored by the 167-bed Hillsboro Medical Center, an OHSU Health partner, and Kaiser Permanente's Westside hospital.

The administrative load on these operations is heavy and unforgiving. Semiconductor suppliers track certificates of conformance, first-article inspection reports, and supplier-quality records that must stay inside ITAR and EAR export-control boundaries. Genentech's lines run on FDA 21 CFR Part 11 and GxP batch records, deviation reports, and serialization data where a single transcription error is a compliance event. Hospital staff coordinate referrals, scheduling, and prior authorizations across systems. And every Hillsboro employer competes with Intel and Genentech for the same engineering and technician talent, then loses ground when skilled people spend their days on routine document and coordination work.

Hillsboro firms deploying AI for inspection-record and supplier-quality processing, GxP batch-record and deviation review, patient-access and referral workflows, and back-office reconciliation are pulling ahead of peers still doing this by hand. A workforce dense in architecture and engineering occupations, no statewide sales tax, and MAX-served proximity to Portland make Hillsboro one of the highest-leverage West Coast markets to deploy production AI. The Oregon Consumer Privacy Act, enforced by the Oregon Attorney General since July 2024, has made audit-ready data handling the baseline rather than a differentiator.
