Quebec is Canada's second-largest economy, with GDP around CAD $504.5 billion in 2021, roughly 19% of the national total, and a population of 9.11 million as of January 2025. Real GDP grew 1.4% in 2024. It is a diversified, francophone economy anchored by Greater Montreal, which alone generates about 53.4% of provincial output. Headquartered names span retail and finance (Alimentation Couche-Tard, Desjardins Group, National Bank of Canada, Power Corporation, Metro), transport and telecom (Canadian National Railway, BCE, Air Canada, Quebecor), and engineering and IT (CGI, WSP Global, AtkinsRéalis). Roughly 228,600 small employer businesses operate across the province.

Montreal is a global hub in three sectors that AI touches directly. Aerospace generated about CAD $17.6 billion in annual revenue through 2024 and employs roughly 42,500 workers, making Greater Montreal one of the world's top three aerospace capitals alongside Seattle and Toulouse, home to Bombardier, Airbus Canada (A220 assembly at Mirabel), Pratt & Whitney Canada (engines in Longueuil), CAE (flight simulation in Saint-Laurent), and Bell Textron Canada. Montreal is also a world leader in artificial intelligence, anchored by Mila, the Quebec AI Institute, with a community of over 1,400 people and AI labs from Google DeepMind, Microsoft, and ServiceNow, which acquired Montreal's Element AI. And with over 280 studios contributing about CAD $1.4 billion a year, Quebec is a top-five global video-game hub led by Ubisoft Montreal and Behaviour Interactive.

Every one of these sectors burns staff hours on routine work that AI now handles: engineering-change, quality, and supplier documentation across the aerospace corridor; player-support and content-moderation workloads across the game studios; KYC, claims intake, and back-office reconciliation across Desjardins, National Bank, and the AMF-regulated finance base; work-order and field documentation across Hydro-Québec-scale energy operations; and traceability and recall outreach across the province's ~29,380 farms and food processors such as Saputo and Metro. The firms automating these workflows are pulling ahead of peers still routing everything by hand.

Quebec is also building the talent to support it at world scale. Mila, founded by Yoshua Bengio in 1993, links Université de Montréal, McGill, Polytechnique Montréal, and HEC Montréal, and drew CAD $36 million in provincial AI grants for 2025–2026 while raising a CAD $100 million pre-seed startup fund. That research base sits alongside Hydro-Québec's CAD $155–185 billion Action Plan 2035 for clean-energy expansion and a critical-minerals-to-battery strategy around Bécancour. On compliance, Quebec runs the strictest privacy regime in Canada. Law 25 (formerly Bill 64) reached its final phase in September 2024 and is enforced by the Commission d'accès à l'information (CAI), with penalties up to CAD $25 million; PIPEDA applies federally and to cross-border data flows, and the AMF oversees financial services. Layered on top is the Charter of the French Language (Bill 96), enforced by the OQLF: French-language obligations now apply at 25 or more employees, and customer-facing automation generally has to work in French.
