Salem is the capital of Oregon and the second-largest city in the state after Portland, with about 180,000 residents in a metro of roughly 443,000 across Marion and Polk counties. Its economy is anchored by state government: the Governor's office, the Oregon Legislature, the Oregon Supreme Court, and the headquarters of nearly every state agency, from the Oregon Department of Justice to the Oregon Health Authority. The State of Oregon employs on the order of 23,500 people in the Salem area, making public administration the single deepest pillar of the local economy.

Healthcare runs nearly as deep. Salem Health, anchored by the roughly 644-bed Salem Hospital, is the mid-Willamette Valley's largest private employer with more than 6,400 staff, a Level II Trauma Center, and one of the busiest emergency departments on the West Coast. Oregon State Hospital adds a major public behavioral-health operation with more than 2,000 staff. Both run large multi-site clinical and administrative operations under HIPAA across five counties.

Beyond government and hospitals, Salem is a Willamette Valley agriculture and food-processing hub. Marion County counted about 28 licensed food-processing facilities employing roughly 4,200 workers in 2024, with named processors including Truitt Brothers, Kettle Foods (Campbell Snacks), Oregon Fruit Products, and Willamette Valley Fruit Company. SAIF Corporation (the state-chartered workers' compensation insurer) and Garmin AT (avionics manufacturing) round out an economy that also includes Willamette University, the oldest university in the Western United States.

Salem firms deploying AI for public-records and constituent-services workflows, patient access and clinical scheduling, food-safety and production documentation, claims processing, and back-office automation are pulling ahead of peers still running everything by hand. Because Salem is where Oregon's privacy law is written and enforced, building OCPA and HIPAA compliance in from day one is the difference between a deployment that ships and one that stalls in review.
