AI automation across Louisiana.

Louisiana is one of the most industrial economies in the United States. Its nominal GDP reached roughly $329 billion in 2024 per U.S. Bureau of Economic Analysis state data, about the 22nd-largest of any state, on a population near 4.6 million. The state is not one economy but several stacked along the water: a refining and petrochemical corridor between Baton Rouge and New Orleans, an LNG-export coast around Lake Charles and Cameron Parish, the world's largest port complex by tonnage on the lower Mississippi, a New Orleans tourism and healthcare hub, and an emerging data-centre belt in the northeast.

Energy and trade are the connective tissue. Louisiana's 15 oil refineries handle roughly one-sixth of US refining capacity and almost three million barrels a day, second only to Texas, and the state exports more than 60% of America's LNG through facilities like Sabine Pass. The Port of South Louisiana alone moved 248 million tons in 2023 as America's leading grain-export district, and the broader river complex moves more than 70% of US grain exports. Entergy and Lumen Technologies are headquartered here, Dow and Sasol anchor a 150-plant chemical corridor, and the ports support roughly 525,000 jobs, about one in five in the state.

Every one of these sectors burns thousands of staff hours on routine work that AI now handles: shift handover, permit tracking, and turnaround coordination across the refining and petrochemical corridor; vessel scheduling, bill-of-lading, and customs paperwork across the river ports; patient access and claims intake across Ochsner and LCMC; guest messaging and booking recovery across the New Orleans hospitality economy; and grade tracking and recall outreach across the sugarcane, rice, and seafood supply chain. The firms automating these workflows are pulling ahead of peers still routing everything by hand.

Louisiana is also building the compute to support it. LSU's Center for Computation & Technology and the state-wide LONI network connect supercomputers across LSU, Tulane, UL Lafayette, Southern University, and the University of New Orleans, and LONI's QB4 (Queen Bee 4) cluster, launched in 2024 with 144 NVIDIA A100 GPUs and about 4.3 petaflops, is built specifically for AI and machine-learning workloads. Meta's multibillion-dollar Richland Parish "Hyperion" AI data centre, announced in December 2024, is turning northeast Louisiana into a national compute hub. One thing shapes how compliance works here: Louisiana has not enacted a comprehensive consumer-privacy law. Instead of designing to a statute that does not exist, we build to the federal sectoral regimes that genuinely apply: HIPAA for health data and GLBA for financial institutions, alongside Louisiana's Database Security Breach Notification Law (notice to the Attorney General within 60 days) and the Louisiana Insurance Data Security Act, which requires notifying the Commissioner of Insurance of a covered cybersecurity event within three business days. Encryption, role-based access, and full audit logging are standard from day one.
