San Diego runs on three deep, high-value clusters. Defense and national security is the largest: the U.S. Navy and Marine Corps anchor the West Coast fleet, while General Atomics in Poway builds the MQ-9 Reaper, Northrop Grumman runs autonomous-systems work in Rancho Bernardo, and NIWC Pacific leads the Navy in cyber and autonomy. Direct DoD spending reached roughly $40.5 billion in FY2024, contributing more than $63 billion to the regional economy, close to a quarter of gross regional product.

Life sciences is the second pillar. San Diego is the third-largest biotech hub in the country behind Boston and San Francisco, with Illumina headquartered in the Torrey Pines corridor alongside Scripps Research, the Salk Institute, and Sanford Burnham Prebys. The sector directly employs 71,448 people and Thermo Fisher, Neurocrine Biosciences, Halozyme, and Acadia round out a genomics-and-therapeutics base that pulled in roughly $1.1 billion in NIH and NSF grants in 2024.

Wireless and devices complete the picture. Qualcomm anchors a 5G and chip-design cluster out of its Sorrento Valley campus, while ResMed and Dexcom anchor a medical-device base, and Sempra runs the regional energy infrastructure. Tourism added $22 billion in economic impact across 32 million FY2024 visitors. Every one of these sectors carries a heavy compliance load: ITAR and CMMC for defense, 21 CFR Part 11 and HIPAA for life sciences and devices, and California CCPA/CPRA and CMIA across the board.

San Diego firms deploying AI for defense supply-chain documentation, clinical-trial and regulatory-submission coordination, device complaint and quality workflows, and bilingual patient and customer access are pulling ahead of peers still running everything by hand. The cross-border tie to Tijuana, the busiest land crossing in the world, adds a binational supply chain that rewards automation built for Pacific Time and English-Spanish operations.
