Illinois is the fifth-largest US state economy, with gross state product near $1.2 trillion in 2025 and roughly 12.7 million residents. It is not one economy but several: the Chicago Loop is a global finance and derivatives centre, the I-294 corridor through Lake County is the nation's second-largest pharma cluster, the region is the busiest freight crossroads in North America, and the downstate Corn Belt makes Illinois a top-two US producer of corn and soybeans. Professional and business services is the single largest contributor to state GDP, at roughly $141 billion, and Illinois hosts around 30 Fortune 500 headquarters, among the top five of any state.

It is also a rising quantum and AI hub. Illinois is building the 128-acre Illinois Quantum and Microelectronics Park on Chicago's South Side, anchored by PsiQuantum and joined by the DARPA–Illinois Quantum Proving Ground, IBM, and Infleqtion, backed by roughly $500 million in state investment. The Chicago Quantum Exchange ties together the University of Chicago, Argonne National Laboratory, Fermilab, UIUC, and Northwestern, two of which lead national quantum research centres. That deep-tech base sits alongside one of the most demanding privacy regimes in the country.

Every Illinois sector burns staff hours on routine work that AI now handles: KYC, claims intake, and trade-document workflows in finance and insurance; GxP document handling and patient access in life sciences; dispatch, intermodal, and customs paperwork across the Chicago rail and O'Hare logistics hub; grade tracking, recall outreach, and ethanol-and-grain documentation in agriculture; and after-hours lead handling across professional services. Illinois also has the strictest biometric-privacy law in the United States. The Biometric Information Privacy Act (BIPA) requires informed written consent before any faceprint, voiceprint, or fingerprint is collected, and it carries a private right of action with statutory damages, so any voice agent, facial-recognition, or biometric workflow has to be designed for it from day one. The 2024 SB 2979 amendment narrowed per-collection damages, but the consent, retention, and audit duties remain. We design for that from the start.
