Orange runs on healthcare. Three major hospitals sit inside the city limits: UCI Medical Center, the 459-bed main teaching hospital of the UC Irvine School of Medicine and Orange County's only academic medical center; CHOC, the 279-bed regional pediatric hospital now part of Rady Children's Health; and St. Joseph Hospital, a 463-bed Providence facility founded in 1929 by the Sisters of St. Joseph. Together with the CalOptima Health plan, these institutions employ well over 13,000 people in Orange and run patient access, scheduling, referral coordination, prior authorisation, and records workflows under HIPAA and California's Confidentiality of Medical Information Act.

CalOptima Health, headquartered on City Parkway West in Orange, is the single largest health insurer in Orange County, covering roughly one in three residents through Medi-Cal, OneCare, and PACE. Its member-services, eligibility, claims, and provider-coordination operations move enormous document and call volume every day, all of it governed by HIPAA and CMIA alongside the state privacy regime.

Education and retail round out the base. Chapman University enrolled 9,760 students in fall 2024 across film, law, engineering, business, and health programs from its campus in Old Towne Orange, and Santiago Canyon College serves roughly 11,000 to 12,000 community-college students, both moving FERPA-governed admissions, advising, and transcript work every term. Along the City Drive corridor, The Outlets at Orange (Simon Property Group, about 113 stores with an AMC 30 and IMAX) anchors a busy retail, dining, and entertainment economy, while the Old Towne Plaza, the largest National Register historic district in California, sustains a dense antiques, restaurant, and small-business scene.

Orange organisations deploying AI for HIPAA-compliant patient access, health-plan member services, FERPA-aligned student services, and retail and back-office automation are pulling ahead of peers still doing the work by hand. The talent base, fed by Chapman, Santiago Canyon College, and the UC Irvine medical and research workforce, makes Orange one of the higher-leverage healthcare and education markets in Southern California to put production AI to work, and the California Privacy Protection Agency's expanding CCPA and CPRA rules make building compliance in from day one the smart move.
