Norfolk is the heart of Hampton Roads and the seat of the U.S. naval enterprise on the East Coast. Naval Station Norfolk is the largest naval base in the world: more than 4,300 acres, roughly 14 piers, around 75 ships and submarines, and the headquarters of U.S. Fleet Forces Command and the U.S. Atlantic Fleet. NATO Allied Command Transformation, the only permanent NATO headquarters outside Europe, is also based in the city. The Port of Virginia is the second pillar. Norfolk International Terminals is the port's largest terminal, moving its share of the roughly 3.5 million TEUs the port handled in FY2024, and Lambert's Point is one of the largest coal trans-shipment piers in the Northern Hemisphere. Ship repair runs through BAE Systems Norfolk Ship Repair, a yard on the Elizabeth River since 1915, and Colonna's Shipyard. Every one of these operations runs documentation, scheduling, and compliance workflows under U.S. Coast Guard and MTSA maritime-security rules plus ITAR and CMMC controls for defense work.

Healthcare and education round out the base. Sentara Health anchors the region, and its Norfolk flagship, Sentara Norfolk General, is the only Level I trauma center in Hampton Roads. Children's Hospital of The King's Daughters is Virginia's only freestanding children's hospital. In 2024 Old Dominion University integrated Eastern Virginia Medical School to form Macon and Joan Brock Virginia Health Sciences at ODU, now Virginia's largest academic health sciences center, alongside Norfolk State University. PRA Group runs its global headquarters here and CMA CGM bases its North American operations in the city.

Norfolk firms deploying AI for defense-contractor proposal and CUI document handling, port and ship-repair scheduling, HIPAA-governed patient access, student-services automation, and financial-services back-office work are pulling ahead of peers still doing it by hand. The combination of a deep veteran and security-cleared workforce, ODU and Norfolk State talent, and a federal-contracting culture used to working under strict rules makes Norfolk one of the higher-leverage East Coast metros to deploy production AI, provided it is built compliant from day one.
