Norfolk County is a single-tier rural municipality of 67,490 on the north shore of Lake Erie, and it markets itself, accurately, as Ontario's Garden. Ginseng and produce exporters track grading, certificates, and customs paperwork for Asian and US markets. Tourism operators around Port Dover, Long Point, and Turkey Point field seasonal booking and enquiry surges, and Norfolk General Hospital runs patient access and intake under Ontario PHIPA. Every one of these is a document-heavy, repetitive workflow that AI can take off people's desks.

Adopting now matters because Norfolk competes for skilled and administrative staff with Brantford, Hamilton, and the wider Greater Golden Horseshoe, and because so much of its revenue is seasonal and export-exposed.
