Rosario is the largest city in Santa Fe and Argentina's third-largest urban area, with a Greater Rosario population of about 1.46 million at the 2022 INDEC census. It sits on the western bank of the Parana and anchors one of the world's most important agro-industrial export corridors. According to the City of Rosario's official productive profile, Rosario holds the majority of the province's economically active population and contributes more than half of Santa Fe's gross product, with roughly 46% of Argentina's grain production occurring in the Rosario area and about 57% of the country's soybean harvested locally.

The defining cluster is the grain and oilseed complex. The Gran Rosario Up-River belt is the single largest agro-export node on the planet for the soybean complex: it concentrates 29 port terminals and about 20 oilseed-crushing plants, and over 80% of Argentina's cereal and by-product exports ship from here. The ports of Rosario and San Lorenzo and Puerto General San Martin move more than 90% of Argentina's soybean and derivatives. The crushing and trading belt is operated by Cargill, Bunge, ADM, COFCO, Louis Dreyfus, AGD, and the restructuring local giant Vicentin, and price discovery runs through the Bolsa de Comercio de Rosario, founded in 1884, and the Matba Rofex futures exchange.

Around that core sits a deep manufacturing base. Southern Santa Fe is Argentina's densest agricultural-machinery cluster: Las Parejas and Armstrong alone account for about 20% of national machinery capacity, with planter leader Crucianelli in Armstrong and combine maker Vassalli Fabril in Firmat, coordinated through the CIDETER cluster. Steel anchors the southern corridor, where ArcelorMittal Acindar runs Argentina's main long-products works at Villa Constitucion plus a Rosario plant, near 1.75 million tonnes of annual capacity, with the Ternium and Techint San Nicolas works just south. Rosario is also one of Argentina's three main software metros: the Polo Tecnologico Rosario groups roughly 120 technology-based firms and about 4,000 professionals across software, agtech, biotech, telecom, and fintech, fed by the Universidad Nacional de Rosario and its 13 UNR-CONICET research institutes.

All of this trade, crushing, engineering, and knowledge work generates relentless administrative drag: export and customs documentation for every grain and oil shipment, SENASA sanitary certification, quality and traceability records across the machinery and steel supply chains, KYC and reconciliation for commodity finance, and bilingual customer contact. Rosario firms automating these workflows are pulling ahead of peers still running everything by hand, and the compliance bar set by Ley 25.326 and the AAIP, with Argentina data residency, is the cost of entry.
