Rio de Janeiro is Brazil's second largest city economy after São Paulo, with a municipal population of 6,625,849 in the 2022 Census and a metropolitan area of roughly 12 to 13 million people. The city generated about R$360 billion in GDP in 2021, around 4% of Brazil's national output, and its surrounding state was the country's second largest at R$949 billion. The economy leans heavily on services, which account for roughly 86% of activity, but its defining feature is the concentration of national champions: Petrobras, Vale, BNDES, Grupo Globo, and SulAmérica are all headquartered in the city.

Above all, Rio is the capital of Brazil's energy economy. Petrobras, the state-controlled oil major with roughly 49,000 employees, runs from its brutalist Edifício Sede in Centro, and the offshore Campos and Santos basins just off the coast produce over 3 million barrels of oil per day, about 80% of Brazil's output, including the giant pre-salt fields. The sector regulator, the ANP, is also headquartered in Rio, and more than 700 oil-and-gas service and supply firms cluster around exploration, subsea engineering, and marine logistics. This is one of the most document-heavy, compliance-intensive industrial bases in Latin America.

Finance, insurance, and media give the city its other pillars. Rio is the home of major insurers SulAmérica (founded 1895) and Grupo Icatu, the national development bank BNDES with around US$272 billion in assets, and the federal securities regulator, the CVM. It is also the headquarters of Grupo Globo, the largest media group in Latin America, whose Estúdios Globo in Jacarepaguá is the largest television production complex on the continent. Layered on top is a tourism economy that drew 12.5 million visitors and R$27.2 billion in 2025, and a tech scene now concentrating in the Porto Maravalley hub, where resident startups generated roughly R$1 billion in 2024.

All of this energy, finance, media, and tourism activity creates relentless operational drag: ANP local-content and production reporting for the oil cluster, KYC and claims processing under Banco Central and SUSEP rules, rights and asset workflows across the media base, and high-volume multilingual guest contact for hotels and tour operators. Rio firms deploying AI for these workflows are pulling ahead of peers still running everything by hand. The compliance bar, set by the LGPD and the ANPD with Brazil data residency, is the cost of entry, and the firms that build it in from day one ship faster than those that bolt it on later.
