Timisoara is the main city of western Romania and, with Arad, forms the second-largest economic mass in the country after Bucharest. Timisoara employs roughly 19,000 to 20,500 IT professionals, about 11 to 12% of Romania's IT workforce, which makes it the country's third-largest tech hub. Multinational delivery and R&D centres anchor it: Continental Automotive Systems embedded software (1,200 to 1,400 people), Nokia 5G research and development (1,000 to 1,100), Atos IT services (800 to 900), and the Wipro Automotive Center of Excellence. These centres are about 72% of the headcount, while home-grown software houses make up most of the registered firms.

That mix creates relentless, specialised paperwork. Automotive suppliers carry IATF 16949 quality records and ISO 26262 functional-safety documentation on every safety-critical part. Embedded-software architects and functional-safety engineers are among the hardest roles in the city to fill, with some taking 9 to 12 months or more, and year-on-year IT headcount growth has cooled to about 3.2%, so growth is now efficiency-led rather than headcount-led. Banking and insurance branches answer to the BNR and the ASF, and every deployer is moving under the EU AI Act, whose high-risk requirements apply from August 2026.

Timisoara firms putting AI on quality and verification documentation, embedded-test triage, supplier and customs coordination, nearshore service desks, and KYC and back-office work are reclaiming the hours that drown their scarce engineers and analysts. With Politehnica University of Timisoara and West University of Timisoara graduating roughly 2,800 to 3,200 IT specialists a year, a German-rooted multilingual workforce, and an Eastern European Time window one hour ahead of CET clients, Timisoara is one of Central Europe's strongest places to ship production AI.
