Cali is the capital of Valle del Cauca and the third-largest city in Colombia, with about 2.2 million residents in the city and roughly 3.4 million across the metropolitan area. The metro economy was estimated at about US$22.1 billion in 2023 and is one of the fastest-growing in the country. Although the department holds less than 2% of Colombia's territory, Valle del Cauca concentrates roughly 18% of national industry and about 21% of agro-industry, and hosts more than 180 foreign companies. Cali is the commercial and logistics base for south-west Colombia and the inland gateway to the Pacific port of Buenaventura, about 100 km to the west.

The defining sector is the Cauca valley sugar agro-industry. The cluster cultivates close to 200,000 hectares of sugarcane, about 78% of it in Valle del Cauca, feeding roughly 12 mills that produce on the order of 2.2 million tons of sugar and 438 million litres of ethanol a year. Manuelita, founded in 1864 and still family-controlled, is the country's oldest mill and processes about 4.2 million tons of cane a year; Incauca, Providencia, Mayaguez, and Riopaila-Castilla operate across the Cali, Palmira, and Zarzal corridor, coordinated through Asocaña with research led by Cenicaña. The work behind the cane, harvest scheduling, mill logistics, export documentation, and traceability, is overwhelmingly manual and data-heavy.

Around the cane sits a deep food, consumer-goods, and manufacturing base. Colombina, headquartered in Cali, makes confectionery and packaged foods and employs over 8,000 people; Tecnoquimicas, founded here in 1934, anchors pharmaceuticals and consumer health; Carvajal runs packaging, paper, and technology services from Valle del Cauca; and Postobon and 2,000-plus companies fill the Yumbo industrial belt, the self-styled industrial capital of Colombia. Cali is also one of Colombia's leading nearshore BPO and software hubs, with the ParqueSoft consortium of 300-plus technology firms and a Ciudad BPO public-private push, supported by a strong university base in Universidad del Valle, Icesi, Javeriana Cali, and Autonoma de Occidente.

Cali firms deploying AI for export and customs documentation, food and agro-industrial traceability, multilingual BPO and customer service, and back-office automation across manufacturing and healthcare are pulling ahead of peers still running everything by hand. The deep university talent pool, combined with a Colombia time zone (COT, UTC-5) that overlaps a US Eastern Time working day, makes Cali a high-leverage place to ship production AI. Every deployment runs with Ley 1581 de 2012 alignment under the Superintendencia de Industria y Comercio (SIC), with Colombia data residency throughout.
