Canberra is Australia's national capital and the seat of the federal government. Public administration and safety alone is about 26% of the ACT's economy, the largest single industry, and roughly three-quarters of the territory's output is services. Services Australia, the Australian Taxation Office, the Department of Defence at Russell Offices, the Department of Home Affairs, and the Treasury all run citizen-service, regulatory, and policy operations from the city. The Australian Public Service had 68,435 staff located in the ACT at June 2024, around 37% of the entire APS, rising past 70,000 by mid-2025.

Defence and national security give Canberra a second deep economy. Lockheed Martin Australia is headquartered here and leads the AIR6500 integrated air and missile defence program; CEA Technologies designs and builds the ADF's CEAFAR phased-array radars from Fyshwick; and Leidos Australia, Northrop Grumman, Boeing Defence, Thales, and Raytheon all run Canberra operations alongside the Australian Signals Directorate and its Australian Cyber Security Centre. The city is widely described as Australia's cyber capital, with a sovereign vendor base of archTIS, Penten, and QuintessenceLabs. Nationally the cyber sector reached A$9.99 billion in gross value added in 2024.

That mix creates a specific automation challenge. Government and defence work is bound by the Protective Security Policy Framework, the Information Security Manual, and IRAP assessment against data classified up to PROTECTED, with hosting expected to be sovereign and onshore under the Hosting Certification Framework. Cross-border disclosure of personal information is constrained by Australian Privacy Principle 8, and the Notifiable Data Breaches scheme raises the cost of getting data handling wrong. Canberra also carries the densest professional-services market in the country, with KPMG, Deloitte, EY, and Australian-owned firms such as Nous Group and Synergy Group built around government tendering and assurance.

Canberra organisations adopting AI for document and correspondence processing, FOI and records workflows, case and program administration, and audit-ready service desks are pulling ahead while peers run everything by hand. The talent base is unusually strong: the ACT records the highest median household income and one of the highest rates of tertiary qualification in Australia, anchored by the Australian National University, CSIRO, and the National Computational Infrastructure. For a city that runs on documents, classifications, and accountability, AI automation built to government-grade controls is the obvious next step.
