Bergen is the capital of Norway's ocean economy. The world's three largest salmon farmers, Mowi, Leroy Seafood, and Grieg Seafood, are all headquartered here, and Norway exported a record NOK 175.4 billion of seafood in 2024, of which salmon alone reached NOK 122.9 billion. The city of about 294,000 (around 470,000 across Greater Bergen) is also an international centre for shipping, subsea technology, and the offshore petroleum industry, with the Port of Bergen ranking as Norway's busiest harbour for both freight and passengers.

The ocean industries here run on documentation and data. Mowi, Leroy, and Grieg track biomass, fish health, sea lice, and feed across hundreds of sites; shipowners such as Odfjell and Wilson handle charter parties, port calls, and classification paperwork; and marine insurers led by the Norwegian Hull Club process claims and survey reports by the thousand. Sea-lice monitoring, biomass estimation, traceability for export, and maintenance scheduling are exactly the high-volume, repetitive workflows that AI and automation address, under Mattilsynet food-safety and the Directorate of Fisheries oversight.

Bergen has a deep talent and research base to draw on. The University of Bergen is Norway's largest marine university and a founding partner of NORA, the Norwegian AI Research Consortium; the Institute of Marine Research has been in the city since 1900 with roughly 700 staff; and NHH is one of Norway's leading business schools. Just west of the city, the Agotnes cluster at Coast Center Base holds one of the world's largest concentrations of subsea companies, including Equinor, Aker Solutions, Odfjell Drilling, SLB, and TechnipFMC, while the GCE Ocean Technology cluster links more than 130 partners.

Norway's regulatory culture rewards firms that adopt AI carefully. Datatilsynet, the national data-protection authority, runs one of the world's earliest regulatory sandboxes for responsible AI, so Bergen firms in seafood, finance, and the public sector that deploy explainable, audit-ready AI now, with Norway and EEA data residency, are positioned ahead of slower-moving peers.
